Over the next six years, that same authority paid $19,623 to two companies bearing his family's name, and neither the board seat nor the payments ever appeared on his own sworn disclosure form.

The Housing Authority's own office sits at 2380 Washington Blvd., Suite #112, Ogden — the same building as Froerer's own Weber County Commissioner office. It's also the same building where Highlander NP Housing, a now-dissolved nonprofit Froerer once directed, was registered. On December 23, 2025, the county approved a contract "for payment towards construction on Weber Housing Authority Office in the Weber Center" — funding the Authority's office space in that same building. Froerer seconded the motion and voted aye. Three months earlier, on August 26, 2025, he'd seconded and voted aye on a separate Memorandum of Understanding among the Sheriff's Office, the Housing Authority, and Weber Human Services for a supportive housing program — a second documented vote directly touching the Authority he sits on as trustee, again with no mention of that trusteeship on his own disclosure form.
The fact that both Froerers would sit on the same board wasn't discovered later. It was said out loud, on the record, the day the appointment was made.
On September 17, 2019, the Weber County Commission expanded the Housing Authority's board from five members to seven. Froerer was excused from that meeting — he wasn't there. In discussing his appointment, Chair Scott Jenkins told the record:

Froerer himself wasn't present to weigh in either way. Froerer's sworn conflict-of-interest disclosure asks him to list every board and paid-leadership position he holds. The Weber Housing Authority isn't on it — in either of the last two years he's filed one.
