You thought Amendment B
What Amendment B actually doesRequires 60% of voters for a statewide citizen initiative that includes a tax increase: a new tax, a tax on more items, a higher rate, or a property-tax rate that falls less than current law would. It applies to votes after Nov. 1, 2026 (S.J.R. 2 text, le.utah.gov).
What B doesn't change
- Initiatives that only cut a tax, or have nothing to do with taxes, still need a simple majority.
- Referendums still need a simple majority.
- The Legislature still raises taxes with "the majority of all the members elected to each house" (Utah Const. Art. VI, Sec. 22).
- Local boards still raise property taxes through Truth in Taxation hearings, with no public vote.
