The Blank Box: Three Disclosure Forms, One Pattern

Three officials in Wasatch County sit on overlapping nonprofit boards. Three separate conflict-of-interest disclosure forms, filed for three separate offices, each ask the same basic question — and each comes back with the same answer.

How to read this

  1. Utah county officials and board members are required to file a conflict-of-interest disclosure — a short form asking what other boards they sit on, what businesses they own, and where they work.
  2. State corporate filings, contract records, and each entity's own paperwork are separate, independent public records — they don't rely on what any one official chooses to write down.
  3. Below, each official's actual disclosure form is compared against what those independent records show. The gap between the two is the story.

Three officials, three forms

MIDA's own statutory disclosure form — required under Utah Code §63H-1-304 — asks explicitly for "each entity or organization… in which the individual currently serves… in a paid or unpaid position on a board of directors." Rowland did not file that form; he filed the generic county form instead.

That's the only entity named. The lines asking about personal conflicts and other business relationships were left blank.

All three disclosure lines left blank. Notably, Kahler filed proper disclosures for her original 2019 Heber City Council run — this is a break from her own prior record, not a first-time omission.

Her campaign financial disclosures — a separate filing requirement — are on record and up to date. It is specifically the conflict-of-interest disclosure that shows this gap.

Where the threads connect

One address, three nonprofits

475 N Main Street, Heber City is the registered address for CAMS, Red White and Blue Festival Inc., and Wasatch County Arts Council — all three tied to Koecher in some capacity.

A shared board

Kahler, Matt Brower, and Dallin Koecher all sit together on Red White and Blue Festival Inc.'s board — the same three names tangled in the CAMS disclosure questions.

CAMS itself is delinquent

The nonprofit's own state corporate registration shows a status of "Delinquent" as of its most recent update — separate from any individual board member's disclosure gap.

A disqualification precedent

CAMS board chair Tom Stone was disqualified from a 2024 Wasatch County School Board race for missing a financial disclosure deadline, then sued the county clerk over it.
