Dallin Koecher has never run for office. He is the Executive Director of the Heber Valley Chamber, Tourism, and Economic Development office — the same organization known publicly as the Heber Valley Chamber and the Heber Valley CVB — a position he's held since March 2020, after six years as the office's Communications Manager. He also sits on the Wasatch Open Lands Board (WOLB), the county board that reviews conservation easement applications and recommends how Wasatch County's Open Space bond money gets spent.
WOLB requires an annual conflict-of-interest disclosure under Utah Code 17-70-505 through -507. Koecher's is one of only three, out of seven board members, actually posted on the county's own WOLB page.
What his own form says
Signed Feb. 4, 2026, notarized. Question 1 asks for any business entity where the filer is an officer, director, agent, employee, or 10%-or-greater owner, if that entity is subject to regulation by Wasatch County, Heber City, Midway City, the Chamber, or WOLB itself. Koecher listed exactly one:
"Heber Valley Chamber of Commerce — Director"
That line is accurate as far as it goes — it's a shorthand for his actual job, Executive Director of the Heber Valley Chamber, Tourism, and Economic Development office. What it doesn't mention is anything else.

The entities, one at a time
A small, tightly connected hub
CAMS, Red White & Blue Festival Inc., and the Wasatch County Arts Council all share the same address — 475 N. Main Street, Heber City — and Koecher is attached to all three. Two other names sit inside the same cluster: Matt Brower, Heber City's own City Manager, is a CAMS director and the subject of a separate state auditor complaint over that seat; and Rachel Kahler, CAMS's paid Executive Director and a 2026 candidate for Wasatch County Council, sits on the Red White & Blue Festival board alongside Koecher. The Heber Valley Chamber/CVB's own governing Executive Board, meanwhile, is chaired by Mark Nelson — a sitting Wasatch County Councilman.
Where this stands
Koecher was not asked for comment, consistent with this publication's practice of reporting from public records and documents in hand. He was not elected to any of these positions and holds no ballot-facing role himself — his authority runs entirely through appointment and employment, which is exactly the kind of power this series exists to document.
