What this is
In 2026, six local and state seats around Layton, South Weber and Kaysville in Davis County are changing hands, or staying the same, in the same election cycle.
The full case file lays them side by side in one diagram, so readers can see who is leaving, who is coming in, and how some of them connect.
Who's involved
- Bob Stevenson: Davis County Commissioner (Seat A). He left that seat to run for House District 16.
- Abigail Treasure: running against Bob Stevenson for HD-16.
- Jerry Stevenson: state senator for Senate District 6, not seeking re-election.
- Tamara "Tami" Tran: Kaysville Mayor, coming in to Senate District 6.
- Trevor Lee: the outgoing HD-16 representative. He lost his primary.
- Susan Lee: won the June primary for Commission Seat B. She is Trevor Lee's mother.
- Kendalyn Harris: unopposed for Commission Seat A in November 2026.
- Jed Stevenson: founder of One West Construction and president of Academica West.
What the records show
- Layton City Council: Tyson Roberts' term ended; Mike Kolendrianos was elected in November 2025.
- Layton Mayor: Joy Petro was re-elected in November 2025.
- County Commission Seat A: Bob Stevenson left it; Kendalyn Harris has no opponent in November 2026.
- County Commission Seat B: Susan Lee won the June primary.
- House District 16: Trevor Lee lost his primary with 33.9%. Bob Stevenson faces Abigail Treasure.
- Senate District 6: Jerry Stevenson is leaving; Tamara Tran is coming in.
The gifts: Jerry Stevenson gave $1,000 to Bob Stevenson (6/11/26) and $500 to Tamara Tran (6/22/26). The same day, a Jed D. Stevenson with a Kaysville mailing address gave Tran $4,000.
Family ties: Susan Lee is Trevor Lee's mother. A 2016 Salt Lake Tribune story reported that Jed Stevenson, president of Academica West, is Jerry Stevenson's son, and that the company's vice president is Sheldon Killpack, the senator whose 2010 resignation opened the seat Jerry Stevenson took.
A shared Kaysville office: One West Construction and Academica West share a Kaysville office address. Career Path High's board met there from 2014 to 2023, when Jerry Stevenson was its board president. Neither he nor the school's former financial coordinator is on its current board.
Kaysville mayors and PAC money: Former Kaysville Mayor Steve Hiatt is a Doers Network Davis County Regional Advisory Board member. Tamara Tran received $10,600 from Doers Network across two payments, plus $12,037.22 in in-kind ads from All In For Utah PAC.
Northern Utah Economic Alliance: Davis and Weber Counties formed it together in 2019. Bob Stevenson and Weber County Commissioner Gage Froerer are its advisory board co-chairs; Chris Roybal is its president.
Disclosure form: No 2026 conflict-of-interest form for Bob Stevenson was found on file when checked Oct. 3, 2026. That may have changed since.
What isn't known yet
- Whether Jerry Stevenson and Bob Stevenson are related. The only hard data point is the $1,000 gift filed under a shared mailing address.
- Whether the Jed D. Stevenson who gave Tran $4,000 is related to Jerry or Bob Stevenson. His Kaysville mailing address doesn't match Jerry's Layton address.
- Whether "Kate Stevenson," a Career Path High secretary, is related to any of them. It is a shared last name only.
