Jed Stevenson has never run for office and holds no government appointment. He doesn't need one. Through one construction company and one management firm, he builds the buildings, runs the finances, and has sat on the governing boards of a meaningful share of northern Utah's charter schools — while his father held a state Senate seat for sixteen years, and his business partner is the senator his father replaced.
One West Construction LLC (entity #6035468-0160, Utah Division of Corporations) was formed November 1, 2005 and is based at 290 N. Flint St., Kaysville. Its state filing lists two Managers: Jed Stevenson and Sheldon Killpack. One West's own published client list shows more than 30 charter-school construction projects across Utah and Idaho since 2006, including several inside the Layton/South Weber area this outlet already tracks — HighMark Charter School (South Weber), North Davis Preparatory Academy and Leadership Learning Academy (Layton), Jefferson Academy (Kaysville) — plus two rounds of construction on Academica West's own Kaysville office (2008, 2014).
Academica West is the charter-management company Jed Stevenson leads as president, with Sheldon Killpack as vice president. Per a 2016 Salt Lake Tribune investigation, Academica West and its sister company Eminent Technical Solutions functioned as the outsourced IT, HR, bookkeeping, and facilities departments for 17 Utah charter schools, billing a per-student fee (was $400 for a school's first 500 students, $350 after) that took in at least $6.9 million from charter schools in a single year. Academica West's own revenue climbed from roughly $3 million (2013-14) to $4.7 million in 2015.
— Benjamin Wood, "Utah charter schools move millions of public dollars to the coffers of a few private companies," The Salt Lake Tribune, May 27, 2016
Sheldon Killpack — Jed Stevenson's business partner at both Academica West and One West Construction, and his co-owner in Bluffdale School Development LLC (Utah entity #5854029-0160, alongside Fernando J. Zulueta) — is the same state senator whose 2010 resignation created the Davis County Senate District 6 vacancy that Jerry Stevenson, Jed's father, was appointed to fill. Jerry Stevenson held SD-6 for sixteen years and is retiring this cycle; his own Senate seat is going to Tamara "Tami" Tran, whom he personally funded ($500, 6/22/26) on the same day Jed D. Stevenson gave Tran's campaign $4,000. Jerry Stevenson also personally gave $1,000 to Bob Stevenson's HD16 campaign (6/11/26) — Bob Stevenson vacated his own Davis County Commission seat to run for the House seat covering Layton/South Weber. A family relationship between Jerry and Bob Stevenson remains unconfirmed. Full seat-by-seat turnover map: The Layton Shuffle (Case 20). Bob Stevenson's own full campaign-finance case file: Case 19, Candidates 2026.
Career Path High's own 2022 board roster shows Jerry Stevenson served as Board President from 9/12/14 through 6/30/23, and Clint Morris served as Financial Coordinator (through 10/31/23) — a role with Audit Committee duties alongside the Board Chair. The same roster lists "Academica West" itself as a member of the Board Accreditation Standards Committee, directly inside governance rather than as an outside contractor. Board meetings were held at 290 N. Flint St., Kaysville — One West Construction's address. Career Path High's current board page (checked 9/22/26) lists neither Jerry Stevenson nor anyone matching that history, and the school's listed address has since changed to 550 E 300 S, Kaysville. These ties were real, and were officer-level, but ended in 2023.
Board minutes from September 19, 2023 show Bridge Elementary's board considered adding both Jed Stevenson and Sheldon Killpack as signers on the school's operating bank accounts — beyond petty cash, direct access to the school's day-to-day funds. The motion was tabled, not adopted.
Utah business entity #5854029-0160. Members: Jed Stevenson, Sheldon Killpack, and Fernando J. Zulueta (a name tied to Academica's national charter-management network outside Utah). Which specific Bluffdale-area charter school this entity was formed to develop has not yet been identified.
Jerry Stevenson's own Conflict of Interest disclosure form lists a 33% interest in Shed Tremonton LLC. That entity's co-managers are Jerry Stevenson and Sheldon Killpack — the same business partner Jed Stevenson shares at both Academica West and One West Construction, and the senator whose 2010 resignation created the Senate seat Jerry Stevenson filled — plus a third, unnamed family member not yet identified from the records reviewed so far. This is a second, separate business relationship between Jerry Stevenson and Killpack, outside the charter-school companies Jed runs, and it means the Killpack tie runs through both generations of the family, not just Jed's.
