What this is
Falcon Hill is a business park on Air Force land at Hill Air Force Base. The Air Force leases the land to private developers. Its best-known tenant is Northrop Grumman's Roy Innovation Center, the headquarters for the Air Force's Sentinel missile program.
Falcon Hill is a "project area" of MIDA, the Military Installation Development Authority. MIDA is a state authority the Legislature created in 2007. Its board is appointed, not elected. Inside a project area, MIDA collects the property tax from new buildings and decides how it is used.
Who's involved
- MIDA: the appointed state board that runs Falcon Hill.
- J. Stuart Adams: MIDA board chair.
- Sen. Jerry Stevenson: MIDA board vice chair.
- Dan Hemmert: MIDA executive director.
- Sunset Ridge Development Partners: Woodbury Corporation and Hunt Companies, which develop Falcon Hill.
- Northrop Grumman: the main tenant.
- Roy City Council and Roy Redevelopment Agency: set Roy's tax rate and run Roy's own 1900 Southeast area.
What the records show
It's inside Roy. MIDA's Resolution 2025-18 (Nov. 17, 2025) says Roy City levies a property tax inside Falcon Hill, along with Davis County, Weber County, Clearfield, Riverdale and Sunset.
The money. MIDA's June 2024 projection put Falcon Hill's FY2025 property tax at about $4.6 million. MIDA planned to share $801,320 of it, or 17.4%, with local taxing entities. The rest was for infrastructure, MIDA's own administration, incentives, debt and city-type services. MIDA's web page puts FY2025 revenue for the area at about $8.9 million; that number counts all revenue, not only property tax.
Money to Roy. In November 2025, MIDA gave $50,000 each to six local governments, Roy included, from leftover municipal services money.
State money. MIDA's 2023 report to legislators listed $49.3 million in state appropriations for Falcon Hill-area projects, including $31.7 million for the North Gate (5600 South) interchange and $15.6 million for the Hill AFB Museum. MIDA's Oct. 21, 2026 slides say MIDA "doesn't tap into State of Utah coffers." Readers can compare the two.
Roy's own tax votes. Roy's 27.96% tax increase in 2025 was denied by the State Tax Commission on a notice rule. In August 2026 the council approved about 34.3%, on a 4-1 vote. Roy said both were for employee pay. No record found ties Roy's tax votes to Falcon Hill, and Roy has not said they are connected.
Roy's own tax-increment area. Separate from MIDA, Roy's redevelopment agency has a 67.5-acre "1900 Southeast" area. Six taxing entities agreed to send it 70% of new property tax for 20 years, an estimated $24.9 million. Weber School District's share is the largest, about $14.3 million. Collection must start by Dec. 31, 2026.
What isn't known yet
- How much of Falcon Hill's property tax comes from inside Roy. MIDA's projection splits it only by county.
- Whether Roy's agency has started 1900 Southeast collection, or has a developer agreement now.
- Whether MIDA paid a FY2026-27 distribution to the six local governments.
- Whether MIDA's planned "Roy Innovation Expansion" and Northrop Grumman's Legacy Building are the same project.
