Stuart Adams and Sen. Kirk Cullimore, with consultant Kyle Palmer as treasurer. Most of its money comes from companies, trade groups and other PACs. It passes much of it to Republican senators’ campaigns and spends the rest on events, consultants and its treasurer’s firm. These arrangements are legal in Utah and are disclosed on its reports.

Payments from May 22 to June 11, 2026 were not checked line by line, so the 2026 Irish Elk figure is a minimum. Excluded from 2018–2020: $5,012 in returned-check and bank-fee lines. The 2018–2021 exports include 83 entries marked deleted, which are not counted. Some 2022–2025 yearly figures are rounded to the dollar.

11. Graded by the Rubric

QuestionGradeWhy
PowerFOn the 2026 September 30th Report, all 54 contributions ($188,820) came from companies, trade groups and PACs; individual people gave $0 (0%). Fixed scale: under 10% = F. Earlier years were not split by category, so this grade uses the latest report, as the scale allows.
TransparencyCThe report was submitted on its due date, Sept. 30, and every contributor and payee is named. In the 2022–2026 export, the 29 Irish Elk payments are listed with the purpose “Other”; the September 30th Report adds descriptions (“Q3 PAC Administration,” “Fundraising Fees”). The public report shows the category; it may not show descriptions a filer types. That meets the law.
Financial accountabilityCPayments to the treasurer, his firm and an officer’s own campaign are itemized and dated, as Utah law requires. The record does not show what the Irish Elk payments listed as “Other” bought.
Environmental impactN/ANot part of this record.
Community impactN/ANot part of this record.
D+Overall: the average of F, C and C (1.33), between D and C.

How to read these: a C means the record meets what Utah law requires, the status quo. A B or A means the PAC went beyond it, and the record shows it. D means something is vague or bundled, or a public check is weakened; F means something required is missing, or a check is removed with nothing in its place. Power uses the Hive’s fixed money scale, the same for every committee and party: A = 90% or more of counted money from individual people; B = 67–89%; C = 34–66%; D = 10–33%; F = under 10%. Overall is the average of the graded rows (A = 4 … F = 0; N/A and dashes left out), with a plus or minus showing where it falls between letters. Grades judge the record, not the people, and change when the record changes.

Going beyond the law would look like: saying on each report what each payment to a consultant bought, and raising money from individual people as well as organizations.
