All three share overlapping officers and, in two of the three cases, the identical CFO: Kyle Palmer, who also owns the consulting firm those same PACs pay.
1. What Is This PAC?
Created November 14, 2023 — about a month before Schultz became Speaker — House Speaker Leadership PAC lists Schultz as Director, Chief of Staff Abby Osborne as the second Director, and Kyle Palmer as CFO/Treasurer. All three officers share one address: 1123 E Fairfield Drive, No 1949, Layton, UT — a suite number that also appears, with a minor Drive/Road spelling discrepancy, on UHREC's own filing.
Note on the current period: the $263,500 figure above (50 contributions, 6/19–9/2/26) is a running total from an in-progress reporting period, not a closed report. It should not be combined with the closed-period ending balances without confirming whether it's additive or overlapping — that reconciliation is still open. Treat it as directional, not final, until the period closes.
2. Payments to Palmer and Irish Elk
Kyle Palmer is CFO/Treasurer of House Speaker Leadership PAC, UHREC, and NUPAC — three separate PACs, one person holding sole signature authority over disbursements on all of them. He also personally owns Irish Elk LLC, which those same PACs pay for "PAC Administration" and consulting.
Palmer/Irish Elk take by period, largest to smallest. The largest amount — nearly $72,000 — came across the full 2025 calendar year, split between nine Irish Elk LLC payments and one large personal reimbursement. The 2024 General period is a close second at $68,903.20, split between three Irish Elk LLC payments and three personal reimbursements.
This is not unique to this PAC. A broader tracker already documents Palmer and Irish Elk being paid $74,450 by UHREC and $88,525 by NUPAC through the same LLC — meaning the confirmed payments to him across just these three PACs approaches $338,000, before counting Adams Leadership PAC, where he holds the same role.
3. Who It Funds
Beyond the Palmer payments, this PAC's real work is moving money to candidates — often in large, single-day, multi-recipient bursts rather than steady giving.

Anna Graff, Schultz's own 2026 Democratic challenger, raised $989.68 in total contributions — less than a single Jared Meyer gift to Schultz's own PAC ($15,000), and less than two of the many $10,000 corporate checks this PAC receives routinely. That's not a comparison across different races; it's the direct financial gap between an incumbent Speaker's leadership infrastructure and the person running against him for the same seat.
4. Sister PACs and Vendors
Schultz personally controls or has decision-making authority over three PACs total, and this one's vendor list overlaps with names already documented across multiple other pages in this project.
GH4 Consulting — a former Speaker and the current Speaker's top operative, in one LLC
HSLPAC paid GH4 Consulting $4,933.10 (12/2/2024). Schultz's personal campaign account paid it another $37,223.34 the same year — a combined $42,156.44. GH4's four members are all named "Greg": Gregory Holden Hughes (former House Speaker Greg Hughes' full legal name) and Gregory Michael Hartley (who has "managed every political campaign for current Speaker Mike Schultz," per his own consulting firm's website, and co-founded H3 PAC with his brother — see that page for the full network). A former Speaker and the operative who runs the current Speaker's campaigns are business partners in the same four-person consulting LLC this PAC pays.
Jared Meyer / Cicero Institute — a live, current-events-relevant $15,000 gift
Jared Meyer gave $15,000 (5/20/2026, Washington DC address) — identified as a Senior Advisor at the Cicero Institute, an Austin, TX conservative policy think tank. Cicero Institute is actively lobbying in Utah as of early 2026, publicly supporting a state-funded homeless "campus" that critics call a detention camp — a policy fight happening in real time, not a background biographical detail.
Northern Wasatch HBA PAC — the one Schultz-linked PAC outside the Palmer structure
Schultz is President (occupation "Home Builder") of this PAC, but its Treasurer is Rick Draper, a banker — not Kyle Palmer, and its address (5728 S 1475 E, South Ogden) is different from the Layton address shared by HSLPAC, UHREC, and NUPAC. Its contributions turned out to be standard $50-100 membership dues from local trade businesses, not independent political giving — worth noting so it isn't mistaken for the same pattern as the other two PACs.
Flagborough LLC — a $10,000 gift traced to one of Utah County's largest current developments
Flagborough LLC gave $10,000 (6/22/2026) — a Delaware-formed entity registered in Utah just five months earlier, on 1/12/2026. Its own filing lists two members, Nathan Hutchinson and Peter Evans, and names its Manager as "Utah City Partners, LLC." Tracing that name down through the corporate registry: it's short for VTC Utah City Partners L.L.C., which is itself managed by Woodbury Corporation — a real, 90-year-old family-run Utah real estate corporation (formed 1935, still led entirely by Woodbury family members).
Woodbury Corporation, together with The Flagship Companies, is the developer of "Utah City" — a genuine, massive 700-800+ acre master-planned development on the former Geneva Steel site in Vineyard, UT, one of the largest current real estate projects in Utah County.
Nathan Hutchinson's own corporate history confirms the tie: he's listed on "Vineyard Flagship 87 LLC," an entity dating to 2013 — over a decade before "Utah City" was even branded, directly linking him to Flagship's Vineyard land holdings. He's also the confirmed Manager of Building Construction Partners, LLC, a separate entity that gave HSLPAC another $10,000 (9/24/25). Combined, $20,000 to this PAC came from two entities under Hutchinson's direct personal management — not just his general business circle.
Nexiuum, LLC — checked and cleared
Nexiuum, LLC gave $10,000 (9/2/2026). Its Manager, Jason Plant, runs a real e-commerce fulfillment company in American Fork with 11-50 employees and actual staff — an operating business. Plant is a genuine serial Utah small-business owner with 14 separate LLCs on file going back to 2014 (wellness products, e-commerce ventures), consistent with an ordinary entrepreneur's political giving rather than anything requiring further scrutiny.

6. Worth Asking
- Kyle Palmer holds the identical CFO/Treasurer role on three separate PACs, all paying his own LLC. Professional PAC administration across multiple clients is an ordinary business model on its own. Does that framing still hold at $338,000+ combined, when the "clients" are controlled by the same small group of legislative leaders he already serves?
- This PAC's confirmed candidate recipients — Koford, Teuscher, MacPherson, Sawyer, and others — appear on other pages in this project tied to specific bills those legislators later sponsored or voted on. Does a leadership PAC's funding pattern say anything about what "leadership" prioritizes, beyond simply keeping the majority in power?
- Two entities sharing "NWQ"/"POTM" naming — Wadsworth NWQ LLC and Wadsworth POTM LLC — each gave $5,000 the same day. "NWQ" is the same shorthand used for the Northwest Quadrant, a large Utah Inland Port Authority project area. If Wadsworth Development Group holds land there, does a $10,000 same-day gift from two identically-timed entities look different than routine business giving?
- Western Metals Recycling Inc gave $5,000 the same day as two other new names (Kevin Garn, Nexiuum) closed out this period's largest tranche. Metals recycling is a regulated industry with real legislative stakes — environmental permitting, scrap-metal theft law, industrial zoning. Worth asking what specific policy interest, if any, motivated this particular gift's timing.
7. Research Status
Resolved since first publication:
- Flagborough LLC's ownership chain — see Section 4.
- Nexiuum, LLC — checked and cleared, see Section 4.
- The "300 S 1350 E, Lehi" address — confirmed to be a shared corporate-services office hosting 27+ unrelated LLCs, not itself a meaningful finding (though a genuine narrower BCP-prefixed entity family at that address does hold up).
Still being checked — not yet confirmed one way or the other:
- Whether the current 6/19-9/2/26 running total ($263,500) is additive to or overlapping with the closed Primary period's YTD figures — not resolvable from available data until the Sept 30 filing closes.
- Whether Wadsworth Development Group holds land in the Northwest Quadrant UIPA project area.
- What Western Metals Recycling Inc's specific interest is in this PAC.
- The old "$1,014,167+ across three PACs" floor estimate predates most of the itemized data now on file and should be rebuilt from scratch, not repeated.
