Two Filings, Two Numbers

Rep. Stewart Barlow is leaving House District 17 (Fruit Heights, Kaysville, Layton area). Lili Bitner (R) beat his son, Sam Barlow, in the June primary and faces Eric Last (D) in November. CMV PAC's report says it spent $5,625 on signature gathering for her. Her own report lists that help at $1,687.50. The Doers Network paid her $3,750, and it lists her in a district she isn't running in.

Five Things the Records Show

  1. Two reports list the same help at different amounts. CMV PAC reported spending $5,625 on "Signature Gathering" for her on Jan. 19. Her report first listed $5,625 in-kind from CMV PAC. On April 12 her campaign deleted that entry and reported $1,687.50 instead. Neither report says why.
  2. CMV PAC paid for both candidates in the primary. Its report lists the same $5,625 for Sam Barlow on the same day.
  3. The Doers Network paid her $3,750. Her report lists it as "Utah Doers," Feb. 18. The Doers Network's own roster lists her as the House District 27 candidate. Her filings, and the state, say District 17.
  4. The Speaker's two committees gave $1,700. House Speaker Leadership PAC gave $700 and the Utah House Republican Election Committee gave $1,000.
  5. Her disclosure form answers "NA" on every required line. It names her husband and describes him as "a doctor in Plastic Surgery." His practice is Bitner Facial Plastic Surgery of Utah in Layton. The form asks for a spouse's employer only if the candidate believes it may be a conflict.

  • Filed 2/18/26 from 6905 South 1300 East, Midvale, the same building as the Doers Network's 3/1/26 payment to Tran.
  • Second-earliest dated Doers payment on this site, six days after Craythorne's $3,750.
  • Filed under the name "Utah Doers" in February. The two Utah entities with that name found so far were registered in July (Utah Doers Network, 7/16/26; Utah Doers PAC, 7/20/26). Mike Bird's county report uses the same name.
  • The Doers roster lists her as the HD-27 candidate. Her filings say HD-17.

Kaysville's mayor, and the same two PACs

  • Tamara Tran gave her $500 on 6/6/26. The address on the entry is 23 East Center Street, Kaysville City Hall's address. Her campaign entered the address.
  • All In For Utah PAC gave both women in-kind help: $319.13 in text-message ads to Bitner, $12,037.22 to Tran. Bitner's entry lists suite #251; Tran's list #224.
  • Donors they share: UCU PAC ($2,000 each), AFCU Development Fund, Holland & Hart, AGPAC ($500 each), Devin Wiser, and the Doers Network.

The Speaker's committees

House Speaker Leadership PAC gave $700 (3/27/26), matching the "Lili Bitner ($700)" line in this site's HD-12 file. The Utah House Republican Election Committee added $1,000 on 8/10/26, after she won the primary.

  • Ray Ward, Todd Weiler, Derek Brown. The names and cities match sitting officeholders; the filings don't list titles. (Paul Cutler and Karen Peterson are confirmed by her endorsement page, which lists them as state representatives.)
