Its corporate registration (Utah Entity #12822174-0140) is filed as a domestic nonprofit corporation, formed 4/26/2022, with registered agent McCauley & Associates — the accounting firm of Mike McCauley, who separately serves as Treasurer of a U.S. Senator's own federal leadership PAC (see Section 5).

That dissolution sits in the middle of the PAC's own five-year giving history — meaning more than half of the $627,000 it has raised and spent came after its underlying corporation stopped existing.

For context: the related entity "Lincoln Hill Partners" — the name used for both the lobbying firm and this PAC's own branding — is itself legally just an Assumed Name (DBA), filed under Fides LLC (Lincoln Shurtz's own entity) on 1/11/2021, months before the firm's October 2021 merger was ever publicly announced. Qualtrics became a registered Casey Hill lobbying client the following January. Fides LLC's own Certificate of Organization states its purpose plainly as "Political advisory and consulting" — Shurtz is his own registered agent for it.

7. Worth Asking

  • Why has a dissolved corporation never been asked to re-register? Utah's own registry has shown "Administratively Dissolved" since July 2023.
  • Does the Attorney General's office have any role in overseeing PAC compliance that would touch a PAC he is personally listed as a Director of?
  • Is the $80,000 Fides LLC/Scott Ryan Smith timing coincidental, or does it reflect coordination between a firm principal and a client whose company joined the firm's roster the following month?

8. Research Status

Resolved during research:

  • Diamante Vista ($1,000) — identified as Diamante Vista, L.L.C. (Murray, UT). No connection found to any principal in this network; the LLC's own registered address doesn't match the address on its contribution filing, an unexplained discrepancy.
  • Allvest Information Services Inc. ($5,000) — a Washington-domiciled foreign corporation registered in Utah since 2004. No connection found.
  • School AI Inc ($2,500) — a real, substantial Lehi-based AI-in-education company (SchoolAI), giving it an obvious policy interest in how Utah regulates AI in schools.
  • A previously-flagged "Committee to Elect Derik Brown" oddity is confirmed genuine — that exact misspelling is the real name on file with the state for a $1,000 payment (11/16/2023), one of at least three Brown-committee name variants in Utah's system.

Still open:

  • John Gilmore, Central 9th Community Council, Northern Utah PAC, Huntsman Mental Health Foundation, Liberty & Legacy PAC, Neighbors for Keven Stratton, and Utah Hispanic Chamber — all $5,000-range recipients, not yet individually researched.
