Rep. Anthony Loubet (R), an attorney, won this seat by 67 votes in 2022 and by 1,679 in 2024. His 2026 campaign has raised $75,269: 40% from two House Republican PACs, 44% from businesses, trade groups, unions and other PACs, 14% from individuals. Liz Oates (D) of Magna, a first-time candidate, has raised $66,374, 63% of it from individuals. Five of his 2026 bills were signed; this page shows how they changed on the way.

Seven Things the Records Show

IN PLAIN WORDSA close west-side seat. The Republican incumbent draws money from his caucus’s PACs and from groups on both sides; the Democratic challenger mostly from individuals and advocacy PACs. Both are checked the same way. Only Loubet has a voting record.

  1. Loubet raised $75,269.47 in 2026. The Utah House Republican Election Committee PAC gave $20,000 and House Speaker Mike Schultz’s leadership PAC $10,000. Businesses, trade groups, unions and other PACs gave $33,351.00; individuals $10,418.47 in 27 gifts.
  2. Since 2020 his campaign has raised $349,599.12. The House GOP caucus PAC has given $91,000, the Speaker’s PAC $31,000 and the Wilson Leadership PAC $28,090.80, $20,000 of it in 2022, the year he won by 67 votes.
  3. His 2026 money comes from both sides. Utah Chamber PAC $5,000, Doers Network $3,500 and Arthur Dantchik $2,250 are on the same reports as Utah Association for Justice (trial lawyers) $3,400, Fresh Air PAC $3,000, Equality Utah PAC $2,750 and Operating Engineers Local 3 $2,000. His site says he has “received support from organizations and people on both sides of the aisle.”
  4. Five of his eight 2026 bills were signed, and most changed on the way. H.B. 176 lost the broad attorney and CPA exemption it started with; H.B. 307 swapped a cross-reference to “bad faith” for a written standard; H.B. 472 narrowed who counts as associated with a licensed care provider.   5. His campaign’s Results page lists bills where the Legislature shows him as a cosponsor or floor sponsor, among them H.B. 311 (2023), H.B. 192 and H.B. 453 (2024), and H.B. 290 and H.B. 247 (2026), under a heading saying he has “sponsored and passed” bills.
  6. His disclosure form was filed Jan. 2, 2026, and no later one is on file. Loubet Rentals, LLC, with him as a member, was formed March 27, 2026. His House page lists “Member, Utah State Bar Board”; the form’s boards item says “N/A.” His former employer RHE gave his campaign $6,000 in 2022.
  7. Oates raised $66,373.76, 62.8% in 304 individual gifts (235 of them $100 or less). Utah Women and Politics gave $10,000, UNIPAC $7,500 and Elevate PAC $3,000. Her form lists Select Health as her employer but “N/A” for income over $5,000. Select Health gave Loubet $500 on Sept. 18.

As introducedExempted from trust-business rules “an attorney or certified public accountant who engages in fiduciary services” incidental to their practice. The first substitute kept a narrower version.
As passedThe broad attorney and CPA exemption is gone. Attorneys are excluded only for client trust account funds; CPAs get a narrower provision under Section 7-5-106(5). New exemptions cover trust directors, trust protectors and trust advisors, and guardians who meet set conditions. Exam fees of $55 an hour and filing fees of $500 and $2,500.

H.B. 260, “Unauthorized Practice of Law Amendments” (Senate sponsor: Brammer)

Exemptions, Discretion and Gaps in His Passed Bills

IN PLAIN WORDSFor each bill: who the final version exempts, where enforcement is optional, and what is never reported to the public. Then what a stronger version would add. This is a reading of the text, not a claim about why any provision is there.

H.B. 176 (2026): trust businesses

What the final text allows or leaves out

  • Attorneys and CPAs who violate the trust laws are “not subject to enforcement by the commissioner or the department”; they “may be subject to” discipline by their own licensing bodies (Section 7-5-106).
  • People acting as a “trust director, trust protector, [or] trust advisor” are outside the definition of trust business, with no state regulator named for that role.
  • Revoking a trust company’s authority is discretionary (“may”). The annual fee is a flat $500 plus $55 an hour for exams, the same for any size company. No public reporting is added.

Who that works for Law and accounting firms and people who hold advisory powers over large trusts, who can do this work without state banking oversight. The final version is narrower than the introduced bill, which exempted attorneys and CPAs outright.

What would score higher for the collective: A yearly public count of trust companies examined and actions taken; a named overseer, or at least registration, for trust directors, protectors and advisors; fees scaled to assets under management.

H.B. 260 (2026): unauthorized practice of law

What the final text allows or leaves out

  • Every government enforcement tool is optional: the Bar’s board “may bring a civil action,” and the attorney general or a county attorney “may investigate and prosecute.”
  • The board’s penalty is capped at $10,000, paid to the fund that reimburses clients harmed by dishonest lawyers.
  • No public reporting of complaints, actions or penalties.
  • The only written exemption is a person representing themselves (“personally and fully representing that individual’s own interests”). A clause keeps the Utah Supreme Court’s own authority to regulate the practice of law, which is how court-approved paralegal practitioners and its legal sandbox operate. The bill doesn’t name them.

Who that works for Clients get real tools: a right to sue, mandatory attorney fees when they win, and a three-year clock that starts when they discover the harm. The licensed bar gets stronger protection of legal work. Low-cost providers outside the court’s programs carry the most risk.

What would score higher for the collective: Naming court-authorized paralegal practitioners, sandbox participants and nonprofit legal help as exempt; a yearly public report of enforcement; penalties scaled to the harm.

H.B. 307 (2026): attorney fees in insurance arbitration

What the final text allows or leaves out

  • In four arbitration statutes (dog-bite claims and uninsured, underinsured and third-party motor vehicle claims), fees may be awarded against whichever side asks for a new trial “to harass, cause unreasonable delay, needlessly increase the cost of litigation, or abuse the judicial process.”
  • The award stays discretionary (“may”). The separate arbitration-stage “good faith” standard remains undefined.

Who that works for Either side. The new test is easier to meet than the old “bad faith” finding, and it applies to insurers and injured drivers alike.

What would score higher for the collective: Defining “good faith” at the arbitration stage too, and public yearly counts of fee awards and against whom.

H.B. 472 (2026): who counts as “associated with” a licensed care provider

What the final text allows or leaves out

  • The definition now covers owners, officers, managers and anyone with “significant control,” and no longer lists every employee, volunteer and contractor.
  • It excludes board service on local mental health and substance abuse authorities “unless that service includes direct access to a child or a vulnerable adult,” and supervised guests.
  • The term is used in child-care screening for supported findings of severe abuse (Section 80-2-1002).
  • Front-line screening is unchanged. Child-care fingerprint checks still cover “owners; directors; members of the governing body; employees; providers of care; volunteers” and adults living where care is given (Section 26B-2-406), and human-services checks still cover anyone with “direct access” to a child or vulnerable adult (Section 26B-2-120). H.B. 472 amends neither section.

Who that works for Licensed care providers, whose list of people treated as running the business is shorter. Children and vulnerable adults keep the same background-check coverage for staff and volunteers with direct access.

What would score higher for the collective: A cross-reference in the new definition to the direct-access screening rules, so the two can’t drift apart in later bills.

H.J.R. 10 and H.B. 481 (2025): public notice of ballot measures

What the final text allows or leaves out

  • The constitution’s rule that amendments be printed in a newspaper in every county for two months is replaced by notice “in a manner provided by statute.” Future Legislatures can change that method by ordinary law, without another public vote.
  • The statute uses a “class A notice”: the Utah Public Notice Website, a physical posting, and the entity’s own website only if its budget is $250,000 or more. Nothing requires print or mail.

Who that works for Government, which saves newspaper costs. Voters without reliable internet lose a guaranteed printed notice.

What would score higher for the collective: Keeping a minimum notice floor in the constitution itself, such as print or mailed notice alongside the website.

H.B. 534 (2025): Adult Protective Services

What the final text allows or leaves out

  • APS may make a supported finding when an alleged perpetrator doesn’t provide requested documents, and the person challenging a finding must “present credible evidence.”
  • Abandonment now requires a “knowing or intentional” act.

Who that works for Vulnerable adults gain broader emotional-abuse protection. Care businesses gain a narrower abandonment standard. Individuals accused face a lighter burden on the state.

What would score higher for the collective: A hearing before any finding based on missing documents, and a yearly public count of supported findings and reversals.

H.B. 474 (2026): Uniform Commercial Code

What the final text allows or leaves out

  • Excludes a central bank digital currency from “money,” while keeping out of that definition any electronic currency that existed before a government adopted it.
  • The new rules for “controllable electronic records” (Article 12), including who takes them free of earlier claims, were not reached in any version read.

Who that works for Cannot be judged until Article 12 is read. Uniform laws are drafted nationally; Utah’s changes were the digital-currency language and the choice-of-law rules.

What would score higher for the collective: A plain consumer-protection clause for individuals holding digital assets, if Article 12 lacks one.

H.B. 311 (2023): social media (he was one of 41 cosponsors; Rep. Teuscher was primary sponsor)

What the final text allows or leaves out

  • A company avoids the $250,000-per-feature penalty if it shows it ran “at least quarterly audits” of its own designs and fixed problems within 30 days. The company audits itself; nothing makes the audits public.
  • Only platforms with at least 5,000,000 account holders are covered. At least 20 kinds of service are excluded, including interactive gaming, streaming and e-commerce.
  • No liability for “any conduct by a social media company involving a Utah minor account holder who would otherwise be protected by federal or Utah law.”
  • Adds for families: a private right to sue, a presumption of harm for children under 16, and a ban on waivers.

Who that works for Large platforms, which can avoid penalties through internal audits; gaming and streaming companies, which are excluded. Families gain the right to sue.
