CRATap to flip ↻
Community reinvestment area. A project area where part of the future property tax growth is set aside for the project for a set number of years, with the taxing entities' agreement.

The growth in property tax an area produces above its starting (base year) value. In a CRA, a share of that growth goes to the project instead of the usual taxing entities.
Interlocal agreementTap to flip ↻
A contract between governments. For Nordic Village, the county, school district, water district, and fire district each signed one agreeing to share their growth.

The contract between the county and a developer that sets what can be built, where, and on what terms. It can reserve options, such as using a PID later.

A change to what a piece of land is allowed to be used for, such as from agricultural to mixed-use. The county commission makes the final decision.

An appointed board that reviews land-use applications and recommends approval or denial. Its vote is a recommendation; the elected commission or council decides.

The state-required study of whether a proposed city can pay for itself. For Ogden Valley City it projected the tax base, including which resort sales to leave out.

The process of forming a new city. Residents petition, a boundary is drawn, a feasibility study is done, and voters decide.

A list of routine items a board approves in one vote without separate discussion. Board appointments are often placed there.

Money a district borrows up front and repays over years with interest. "Authorized" is the most it may borrow. "Issued" is what it actually borrowed.

A special district that supplies culinary water or sewer service. New homes need its "can and will serve" letter before they can be built.
