Sen. Nate Blouin (D) is leaving this seat. Millcreek council member Silvia Catten (D) reports $85,846 raised and $52,050 spent through the primary. Recovery coach Colin Smith (Forward) reports $23,018, more than half from outside Utah. Fleet repair manager Ryan Mahoney (R) reports $1,262, a third of it his own in-kind help.

Five Things the Records Show

IN PLAIN WORDSNobody in this race has been a state senator. One is a city council member with a large campaign, one is a first-time Forward Party candidate, and one has raised very little.

  1. Catten raised $85,846 in cash and spent $52,049.88 by June 11, before a contested Democratic primary. Elevate Strategies received $35,685.68 of that (68.6%). Individuals gave about 71% of her money.
  2. A PAC named Elevate PAC gave Catten $5,000 on June 11. It shares a name with her main vendor. The filings don’t show whether the two are related.
  3. Blue Star Steel, the company her disclosure form lists as her spouse’s employer, gave her campaign $2,000. She and her spouse gave $6,000 more.
  4. Smith raised $23,018 in cash, 52% from outside Utah (by ZIP code), including $2,604.48 from California and $2,500 from Arkansas. The Forward Party gave $300.
  5. Mahoney raised $768.85 in cash and gave $418.52 of in-kind help himself. His export runs through Sept. 24, the most current filing of the three.

Two gifts worth seeing plainly

Elevate PAC and Elevate Strategies. Elevate PAC (631 E. Garfield Ave., Salt Lake City) gave $5,000 on June 11. Elevate Strategies was paid $35,685.68. Her export lists no address for the vendor, so the filings don’t show whether the PAC and the firm are connected. This page only notes that they share a name.

Blue Star Steel. Her disclosure form lists Blue Star Steel as her spouse’s employer. The company gave $2,000 on Feb. 12. Her own business, Arc Tags, makes tags for steel fabricators. She disclosed both.

Jeff 4 Mayor. The committee gave $2,000; Jeffrey Silvestrini gave $1,000 more. Both list the same street address. The name matches Jeff Silvestrini, whom her campaign site lists as a former Millcreek mayor and an endorser. The current mayor, Cheri Jackson, gave $500 and also endorses her.

No issues page was read. His background, from a 2021 program listing: in addiction treatment since 2010, including wilderness therapy and recreation therapy.
Water: “zoning that enables homeowners to use zero-scaping and other water-wise landscaping without unnecessary red tape.”
Why she’s running: “Utahns are faced with rising costs, limited housing options, underfunded schools, and weak environmental policies that will have lasting impacts on quality of life.”
 
Housing: “affordable, well-planned housing that meets growth needs while respecting single-family neighborhoods.”
Her record, as she describes it: joined Millcreek’s community council in 2010; elected to the first Millcreek City Council after the city formed in 2016 (her home page says 10 years on the council); says she also serves as City Treasurer; most proud of the Millcreek Promise Program and youth mental-health work with the Healthy Millcreek Coalition. (Her account.)
 
Spending: opposes the Little Cottonwood Canyon gondola: “$1.4 billion in taxpayer funds to a single fixed-guideway system is not fiscally responsible.” Also skilled-trades training and public safety.
Housing: she “will prioritize housing initiatives that support first-time home buyers, strengthen protections for renters, prohibit corporations from buying up housing stock, and initiating mixed or creative solutions to housing where it makes the most sense.”
 
 
The river, in her words (2023): “Before I joined the JRC Governing Board, I hadn’t considered it or used it much at all.” She now calls it “a hidden gem in this valley.”
 
City taxes: on West Valley City’s proposed 5% adjustment for police and firefighters: “No one likes a tax increase, but… this is a necessary evil, especially when it is required to fund the police officers, firefighters, and first responders.”
 
 
His record, as he describes it: he says he spoke against West Valley City’s single towing contract (Resolution 26-96), which the council defeated 4–3, and led a petition that reached Mayor Erin Mendenhall’s office. (His account; not checked.) He calls himself a “life long Utahn and proud resident of West Valley City,” a Job Corps graduate and A.S.E.-certified technician, and Central Region Chair of the Salt Lake County GOP.

How this was read: Mahoney’s quotes are from his campaign site (page text captured Sept. 24, 2026; the site says it was last updated 9/22/2026). Catten’s quotes are from the “Meet Silvia” page of her campaign site (text captured Sept. 24, 2026) and a Jordan River Commission profile (Feb. 17, 2023). Smith’s site (forwardwithcolin.org) was not read. None of the three was found addressing data centers in the sources read.

Worth seeing side by side

Catten and the Jordan River. She joined the Jordan River Commission board in fall 2018 and served as its chair. Its job is planning, restoration and development along the river corridor. Her campaign site lists saving the Great Salt Lake among her three priorities. She disclosed the role.

Smith’s entities, checked. State business records, as shown on OpenCorporates, list a Colin Smith as a member of C&C Recovery, LLC since May 20, 2024, and as a director of Wood Hollow Condominium Homeowners’ Association since Oct. 27, 2025. Both match what his form lists. Other Utah companies with a “Colin Smith” officer could not be tied to him, so they are not listed here.

Smith and recovery care. His income comes from a treatment center and his own recovery-coaching business. State budget and licensing decisions on behavioral health could touch that field. He disclosed both.

The redactions. The state form says redacted details “will be used for administrative purposes and will not be displayed to the public.” Using the redaction is a choice the law allows, and this page doesn’t treat it as hiding anything.
